The scheme of the design is to allow all pan- inmates of an institution to be observed -opticon by a single watchman without the inmates being able to tell whether or not they are being watched. Although it is physically impossible for the single watchman to observe all the inmates' cells at once, the fact that the inmates cannot know when they are being watched means that they are motivated to act as though they are being watched at all times.

Thus, they are effectively compelled to regulate their own behaviour. The name may also allude to the many-eyed giant Panoptes in Greek mythology, some of whose eyes were always awake, making him a highly effective watchman. Authority — and the fear of loss of it — was a central preoccu- pation in the rhetoric of the period. As far as the battle of Porto is concerned, most reports relating the March events invariably blamed the defeat on the general lack of discipline, the disobe- dience and insubordination of the people.

Lament for the trag- edy of the bridge and the innocent lives lost was in no way first and foremost. In a pop- ular print depicting the event, the allegorical figures that occu- pied the foreground of the Barreto-attributed composition can no longer be seen. The perspective remains the same, with the ribeira on the left side extending all the way to the background, the river on the right and the bridge in the middle ground. A group of French officers mounted on their horses is inspecting the scene, while the crowd is seen pushing towards the bridge. In the sky, god and two angels are seen bearing the palms of martyrdom. It shows how the disaster was remembered in practice 35 years later, through the persistence of previous artistic models that had meanwhile acquired a life of their own and eventually shaped the memory of the event itself.

The image is a conjugation of elements and details found in the two prints mentioned above. Certain groups of figures, such as the French riflemen shooting against the crowd in the left or the cavalry troop also shooting against the crowd on the bridge 11 Ibidem, pp. The information comes from the Arquivo de S. The print is also mentioned by Soares, idem, vol.

The lack of originality observed in the ex- voto of the Irmandade das Almas should not be attributed to a shortcoming of its author15 but to the very nature and purpose of his painting. The ex-voto was meant to be seen in a specific context and fulfill a specific purpose. It was a religious object destined for worship. Artistic innovation would have made little or no sense. Significantly, when the Irmandade, at the end of the century, ordered a low-relief to replace the ex-voto on the ribeira, it stipulated that it should have the same composition as the actual painting,16 demonstrating that the recognizability of the work was part of its function and that there was no point in introducing new or different elements in the representation.

But the combinations and choices made by da Cunha re- veal also, apart from the strength and durability of the visual models he relied upon, the change that had been wrought in the way people thought about and remembered the event. This did not stop da Cunha from feeling a sense of pride in his accomplishment as is evidenced from his signature — discreet, but placed in the foreground of the composition, on one of the stones of the ribeira.

The emphasis placed by the painter in the rendering of the faces of the suffering crowd and their emotions fig. It is also interesting to consider how the commemoration of the victims of the bridge in this expressly religious context would not allow any association with the current political climate and the uprisings and revolts of the period The battle of Porto was one of the few victories won by the French during the Peninsular War.

Beaume, a student of Antoine Jean Gros, contributed seven more subjects of military history to the museum, before he abandoned the genre altogether. Le Noble has previously described the preparations made by the Portuguese for the defense of the city of Porto and its forti- fications pp. As a result the victory won by the French seems even more formidable. While recounting the obstacles presented to the French army, Le Noble writes: A Social History of Modern Art, vol.

University of Chicago Press, , p. See also Thomas W. There is actually a second painting with the same title Battle of Porto , also by Beaume. Aubert the father was responsible for the print after the painting by Beaume discussed in detail here. Although the paintings have the same title, they depict different moments of the battle and their style and ap- proach to the subject are also dissimilar. The bigger canvas presents a panoramic view of the battle field, with numerous smaller episodes that can be viewed almost independ- ently from each other. Mounted on his horse, calm and detached, Soult receives a group of army officers, Portuguese and English, wounded and looking grim, as well as civilians declaring submission such as the friar kneeling, the woman with her son gesticulating towards Soult etc.

In the foreground, one sees some French casualties, but more importantly for the rhetoric of the picture, a French soldier on the right, holding a baby in one hand and a flask in the other while looking at the body of a dead woman on his right, obviously the mother of the infant that he has just saved.

Placing this figure in such a prominent place of the composition, clearly meant to evoke specific traits of the French, such as their humanity and mitigate any impression of French cruelty. This is consistent with written sources that relate the event. Le Noble, for example, makes a point in stressing apart from the military valour of the French soldiers, their humanity, and the efforts that they made to help the Portuguese after the battle was won: These French, so terrible in combat, when victory was assured, were reluctant to shed blood [that was] too easy to spill.

They were seen on the contrary tending a helping hand to their enemies: The French, so pas- sionate for beauty, sacrificed their pleasure for the honour of protecting the women that called for their help. Imprimerie royale, , vol. It is interesting to note that the last two quote a French translation of Napier as a source for the events described, rather than a French source such as Le Noble whom Napier probably used in the first place. For similar reasons, the depiction of the disaster of the pon- toon bridge is relegated to a secondary status and is not central to the narrative of the painting.

In the left background, one can see amidst the artillery smoke the bridge and the diminutive fig- ures plunging to their death in the river. One can also see what is obviously meant to be a troop of Portuguese cavalry charging across the bridge. According to Le Noble, but also Napier, the Portuguese cavalry was in large part to blame for casualties on the bridge. Le Noble describes the disaster as follows: The crowd that arrives, pushes even more those who are on the edge. This demonstrates the distance between French and Portuguese representations of the events, and correspondingly the differences in their perception of them.

The Battle of Porto had a different function and targeted a different audience than the Portuguese images did. Whereas the Portuguese images ope- rated in a local context, with reference to a specific community, and also had a religious subtext, the painting by Beaume, as well as the rest of the paintings of the historical museum of Ver- sailles, was meant to be seen by French citizens as a reminder of their common glorious past, a national past which everyone shared.

Quoted in Notice historique des peintures et des sculptures du palais de Versailles, , p. When placing Soult at the centre of his image, Beaume clearly had in mind the compositions of Vernet Napoleon before Madrid and especially his own teacher, Gros Capitulation of Madrid that depicted Napoleon in the same act, receiving the delegates of the defeated Spanish. The painting by Hippolyte Lecomte Napoleon at Astor- ga , the full title of which is The English prisoners are pre- sented to Napoleon at Astorga, presents a variation of the same subject: The Battle of Porto by Beaume is devoid of any allegorical or symbolic elements, and although the main event depicted of Soult receiving the defeated Portuguese is surely an imaginative recreation, the representation as a whole stays stylistically close to the kind of realism that characterized French military paint- ing since the beginning of the century and that was actively promoted by Napoleon himself.

They depict differ- ent moments of the battle of Porto Fort contributed numer- ous watercolours of military history for the historical museum of Versailles. His work is distinguished by its expansive vistas and almost topographical aspect, with a diminutive rendition of human presence and activity. The unusually large watercolours reproduced here are representative of his style. The first of these shows a broad view of the battlefield with the positions of the ar- 24 Gaehtgens, idem, p. The second watercolour depicts the disaster of the pontoon bridge.

The river and the landscape take up most of the space of the composition, while the bridge itself is pushed towards the middle ground and the human figures are barely visible. Only upon closer examination, one can make out the people drown- ing in the river, the bridge having collapsed at the level of the second pontoon and the cavalry charging across the river at the expense of the civilians trying to escape on foot.

The caption it bears reads as follows: The fight continues in the interior of Porto…Meanwhile, the Portuguese are withdrawing on the bridge of the Douro that they try to break. At our approach the [Portuguese] ca- valry runs off and tramples underfoot the population forced to abandon their homes. The marshal duc de Dalmatie orders the inhabitants to be helped and saves a great number…The enemy looses canons, soldiers and a great quan- tity of drowned men.

The description is as neutral as the depiction itself. The di- saster is nothing more than an objective fact that does not elicit any sentiment on part of its author. The contrast between this image and the ex-voto discussed above is stark. These images, separated only by three years, indicate the different reactions that were expected from their audiences cool and detached observation from the French, compassionate sorrow from the Portuguese.

Although the first Portuguese reports of the fall of the city of Porto concentrated more on the reasons of its failure to resist the attack of the French, gradually the disaster became 26 The Portuguese still light candles to commemorate the souls of the victims that perished that day on the bridge, in front of the low-relief sculpture of Teixeira Lopes the father of the famous sculptor that replaced the ex-voto on the ribeira towards the end of the century.

On the other hand, the battle of Porto was remembered by the French as a great military vic- tory, where the valour and humanity of the French soldiers was once more confirmed and praised. The images discussed in this article can be credited not just with reflecting this fundamental difference, but with helping to shape the ways the disaster was perceived and remembered by the Portuguese and the French. Passing on to the publications of individual actors in the war, we must draw a sharp line between those which were issued during or immediately after the campaigns with which they deal, and those which were written down, with or without the aid of contemporary notes or journals, many years after. Unfortunately in old age the memory often finds it hard to distinguish between things seen and things heard.

It is not uncommon to find a writer who represents himself as having been present at scenes where he cannot have been assisting, and still more frequent to detect him applying to one date perfectly genuine anecdotes which belong to another. Yet, however proud I might feel at the hon- our of participating, even in a slender degree, in such distin- guished public favour, still I wish it to be clearly understood, that, in recording these reminiscences, I have never lost sight of my first intention. Fortunately, we did not capsize, and the next sea heav- ing us on towards the shore, a vast concourse of people, who had been watching our movements with great anxiety, rushed into the sea, and seizing the boat by the gunwals on each side, dragged it by main force high and dry on the beach, before the retiring wave had began to carry us back again into the deep water.

By a Lady Volunteer 2. Through these circumstances, almost every individual in the army was, by this time, suffering serious inconvenience; our under-lips being greatly swollen, and generally completely burst open and suppurating; the constant supply of dust and incessant heat materially tended to irritate the sore, and in many cases manifested a disposition to assume a very serious state of disease. In the course of our rambles along the top of the Moor- ish walls, and whilst we were looking at the Eastern hills through our telescopes, resting on the Moorish battlements, still very perfect, some of the inhabitants exclaimed that they could perceive the enemy, in their white canvas great- coats, and that they appeared to be in considerable force, moving slowly along the skirt of a wood.

At first sight I was convinced that the information was correct, and both the General and his Aide-de-camp were of the same opinion; but, after I had carefully examined the supposed enemy with my famous three-feet telescope, by Watson, I clearly perceived that we had been deceived, for it turned out to be a large herd of goats, mostly white.

Num segundo momento centrar-nos-emos no principal objec- tivo do presente estudo: Serial murder is a relatively rare event, estimated to comprise less than one percent of all murders committed in any given year. However, there is a macabre interest in the topic that far exceeds its scope and has generated count- less articles, books, and movies. This broad-based public fascination began in the late s, after a series of un- solved prostitute murders occurred in the Whitechapel area of London.

This case spawned many legends concerning serial murder and the killers who com- mit it. He believed Chapman had first been strangled or suffocated, the lividity of the face, lips and hands consistent with asphyxia. Gordon Brown e Dr. The wounds must have been inflicted with a strong-blad- ed knife, moderately sharp, and used with great violence. It appeared to have been held in the left hand of the person who used it. All the circumstances surrounding the murders lead me to form the opinion that the women must have been lying down when murdered and in every case the throat was first cut.

Evans e Skinner, I was turning away when I saw a man coming out of the alley. He was walking quickly but noiselessly, apparently wearing rubber shoes, which were rather rare in those days. There were no meaningless cuts. The organ had been taken by one who knew where to find it, what difficulties he would have to contend against, and how he should use his knife so as to abstract the organ without injury to it. No unskilled person could have known where to find it or have recognised it when found.

I will only add here that the Jack-the-Ripper letter which is preserved in the Police Museum at New Scotland Yard is the creation of an enterprising London journalist. Embora a origem destas cartas tivesse sido muito deba- tida, a autenticidade das mesmas nunca foi atestada. Em anexo, com a carta, foi enviada uma caixa com um rim.

Sir, — In reply to a letter of the 2nd inst from the clerk to the Board of Works for the Whitechapel district, transmitting a resolution of the Board with regard to the recent atrocious murders perpetrated in and about Whitechapel, I have point out that the carrying out of your proposals as to regulating and strengthening the police force in your district cannot possibly do more than guard or take precautions against any repletion of such atrocities so long as the victims actually but unwittingly connive at their own destruction.

Statistics show that London in comparison to its population is the safest city in the world to live in. The prevention of murder directly cannot be effected by any strength of the police force, but it is reduced and brought to a minimum by rendering it most difficult to escape detention. In the particular class of mur- ders now confronting us, however, the unfortunate victims appear to take the murderer to some retired spot and place themselves in such a position that they can be slaughtered without a sound being heard. The United Kingdom was enjoying the most brilliant period of its history in both domestic affairs and the interna- tional and colonial sphere. During the second half of the cen- tury, Britain had attained the peak of her might as a European power, whilst simultaneously building a growing empire which was already one of largest ever known.

It was no wonder, there- fore, that in the political, economic, scientific and technological fields, British theories, opinions and know-how were already en- croaching upon and often supplanting those Portugal received from France. Among the British intellectuals whose ideas proved most thought-provoking and aroused most respect and admiration in the world of political thought during the second half of the 19th century, Herbert Spencer very probably occupied pride of place in Britain and in most civilized countries.

Viewed as a major thinker and philosopher, as well as an unsurpassable authority in political and economic theory, Spencer was, from the outset, widely admired in Portuguese intellectual circles, although some of his ideas were also greeted by negative criticism, particu- larly in the case of the work which will be dealt with here. It is tempting to argue, nowadays, that other British intellec- tuals deserved more attention than Herbert Spencer. This could be true of the paragons of political and economic thought Tho- mas Malthus, Jeremy Bentham, Robert Owen or John Stuart Mill, to name just a few who of those who were alive in the 19th century.

Among the authors who devoted themselves to an analysis in greater depth of The Man versus the State, Teixeira Bastos1 and Silva Cordeiro2 are worthy of note. Furthermore he was the literary and scientific editor of Revista de Estudos Livres Lisbon, hav- ing collaborated intensely on O Positivismo Porto, Furtado and Terenas, Written expressions of admiration were numerous and ver- bal praise almost certainly legion. Amongst them there are une- quivocal manifestations of the high regard Spencer enjoyed, i. In it the author gives free reign to his latest views on political Lib- eralism in such a way as to leave a kind of political testament.

Why then was there such a devotional interest in a work which, at first sight, refuted this ideological movement? This he expressed in a letter to his friend E. Youmans on the 13th November of the same year. In July of the same year he wrote a Preface and a Postscript to them and the takable theoretical value, mainly in the field of organized thought as it had been pre- sented in First Principles and The Principles of Sociology , and It should be stressed that Silva Cordeiro read the two works in the French translations of M.

Cazelles, Les Premiers Principes The letter was dated 13th November and can be read in Duncan, They were both liberals, after all, although of a very different kind, just as, for instance, J. Keynes and Milton Friedman were, in their perception of social issues and industrial relations. In fact, he was much more of a radical than Stuart Mill and other thinkers of the so-called English Economic School of Thought. In short, for Spencer, within the all-powerful market, only the fittest survived the intense, permanent struggle implied by everything that took place in the economic jungle.

It must be stressed that this cruel-minded train of thought applied, of course, not only to the entrepreneurial class, but also to other social classes, and first and foremost to industrial workers. According to him the outcome of such policies would be no less than compulsory state charity. This in turn would only foster bureaucracy, idle- ness and, above all, Socialism with the consequent discourage- ment of entrepreneurial self-help. Such an attitude, in turn, implies the generosity and kindness of family ethics, while it should instead follow the sterner and fundamental principle of State ethics, Justice.

No doubt, for Spencer, as for these authors, the ultimate expression of radical individu- alism and boundless market freedom would be a sort of anarchi- cal system where, instead of chaotic anarchy, everyone should know his place and act accordingly. Such a system, however, has not yet appeared at all and the ongoing capitalist crisis makes it extremely doubtful that it will ever see the light of day.

In the Portuguese press of the age, one may find two com- mentaries on The Man versus the State: The analysis by Teixeira Bastos in Revista de Estudos Livres Lisbon, 5 was mainly based upon the new way of understanding the State and its interaction with the individual, a fundamental tenet of The Man versus the State, from which an innovative conception of the parliamentary institution might be inferred.
